Stormwater Management 101: Products That Keep Communities Safe

When rain hits roofs, roads, and parking lots, it can carry oil, metals, nutrients, trash, and bacteria into storm drains—and, unless treated, straight to creeks and rivers. That’s why the U.S. Clean Water Act regulates stormwater through the NPDES program and requires many communities to operate an MS4 (Municipal Separate Storm Sewer System) with a plan to reduce pollutants. In short: less pollution in runoff means healthier waterways, fewer flood losses, and lower long-term costs. US EPA

MS4 basics—what the program actually requires

If your city, campus, or special district runs storm drains, you likely have an MS4 permit. The permit’s Stormwater Management Program (SWMP) outlines how you will reduce pollutants across key areas such as public education, illicit discharge detection and elimination (IDDE), construction controls, and post-construction practices. These requirements are standardized nationally and detailed in EPA guidance used by states and local programs. US EPA

BMPs only work if they’re maintained. Build an inspection and cleaning cadence into your budget the same way you do for landscaping:

  • High-risk basins and inserts: inspect after the first big storm of the season, then quarterly; increase frequency in leaf-drop periods. US EPA

  • Permeable pavements: vacuum sweep with the right equipment to restore infiltration; don’t sand in winter unless your manufacturer approves alternatives. US EPA

  • Green infrastructure: prune and re-plant as needed, remove litter, and keep inlets/outlets clear so the practice drains within its design drawdown time. US EPA
